Brian Allison and Ryan Borris are suspended following red cards last weekend, while Ross Forsyth, Jonathan Brown, Michael Mullen and Andy Gibson are injured.
Former Dundee player Paul McHale can feature for a third time as a trialist to help make up the numbers.
"We lost 3-0 at their place back in August but we have improved since then and hopefully we can show that," said O`Neill.
"The most important thing to me is that we bounce back from the heavy defeat at Cowdenbeath last week and show what a good side we can be."
Falkirk make the short journey without the attacking threat of Tam McManus and Jack Compton.
However, manager Steven Pressley still hopes to take advantage of the two clubs above his side playing each other.
"Something has to give when Dunfermline meet Raith Rovers so we have to take care of our own business first to ensure we close the gap on one or both of them," said Pressley.
"We will take a big support through to this game and the best way to make up to the fans who make the short trip for last weekend's disappointment is to win this game."
